Supporting our client, we managed a complex sea freight operation, importing 238,092 litres of heating oil stored in ISO tanks from Port Said, Egypt, to the Port of Liverpool, UK. What Is Fuel Transport Under Bond?

Fuel imports under bond involve transporting excise goods to a bonded warehouse where duties and taxes are suspended until the goods are released for domestic use. The system and process enable businesses to manage cash flow more effectively and comply with HMRC excise regulations. As a licensed operator with experience in bonded logistics, we supported our client, coordinating every stage of the shipment, from sea freight logistics in Egypt to bonded warehousing and customs processing in the UK.

The challenges of fuel transportation across borders

One of the most significant challenges in this project was navigating the strict excise duty regulations surrounding bonded fuel shipments. KC Group Shipping ensured all paperwork, including the Movement Guarantee (MG) and EMCS (Excise Movement and Control System) entries, was prepared in advance, meeting HMRC’s standards for bonded goods. We also had to ensure our Movement Guarantee could cover fuel, as this falls under a different authorisation than alcohol.
We worked closely with the supplier in Egypt to verify that the cargo met UK environmental and safety standards and that the tanks were properly sealed and certified for international transit under the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR).

Given the nature of the cargo, security during transport was paramount. We ensured the safety and integrity of the product by using ISO-certified tanks sealed under tamper-proof locks for secure sea freight vessel transportation.
Upon arrival at Felixstowe, we managed the product transfer to a licensed bonded warehouse for temporary storage. Careful coordination between hauliers, customs agents, and warehouse operators ensured the seamless transition of the goods through the port and into bonded status without delay.

International excise duty shipping

The shipment was time-critical and tied to downstream supply commitments by the UK buyer. The bonded status allowed our client to defer paying excise duty until the need for the heating oil distribution to customers was met, providing significant financial flexibility. By leveraging our expertise in bonded warehouse fuel handling and excise duty regulations, we helped the client align supply timelines with regulatory requirements.
Through strategic planning and coordination, effective process management and communication, we ensured the successful delivery of the 10 ISO tanks to the bonded facility within 72 hours of docking. Close monitoring of the entire movement via our integrated tracking system along with the client receiving real-time updates at each key stage, from loading and departure in Egypt to customs clearance and bonded entry in the UK, provided an open and transparent relationship.
